What should be determined first is WHY the person asking the question wants a web presence. The answer to that question is the key to what they should do next. Some should be using Blogger and some should be using Wordpress. Some might do very well here at HubPages and others might even find that Facebook or Google+ is exactly what they need. There is not a universal answer to their question.
